Why are there so many successful lone traders in Japan?

>It was six minutes after the opening bell on Feb. 4, and dozens of big-name stocks were still untraded in Tokyo. Telecommunications giant SoftBank Corp. was among those that hadn’t budged. The offer price fell 5 percent, then more, and still there were no takers.

i've read about this guy before. didn't he make his first load of money by buying a stock that was listed wrongly, like instead of being 6.4, he got it at 0.064 and ended up making millions? then he used that money to be influential. not knocking what he done, but he didn't start with $1000 and build it, he went from $1000 to $18million overnight.
