Not always. Marketable securities that are more liquid like ST notes, corporate paper, etc. are held under the Non-Cash portion of the Asset side of the balance sheet. This may raise that sum of cash/cash equivalents by a small amount if included under "cash" but that figure still wouldn't reach the $200bn you quoted earlier.
It's probably like $15-20 total cash/share if included the aforementioned items in this post. Close guess though.

Book value per share includes all the assets (cash, marketable securities, etc) and it is still $23.81, not $30 (see posted pic). Again you are wrong.
