Yes. Certified mail is the only way you should be shipping items through ebay. You can track it and verify someone signed for it on the other end. You still are not totally protected from chargebacks but you can make a valid case in small claims court.

ebay requires you to get a signature for high dollar items. if you don't, you'll lose any claim.
other than that, there is no reason to do it unless you just want to psych out a buyer (unlikely to work on the type of person dumb enough to scam through ebay anyway).

Yes it reduces it. But the cost for it adds up very quickly. I haven't done it, although I've wanted to on a couple of high dollar items. But I'd go broke if I paid for it on every single item I sell.
