Twitter is dying stock wise, so I sugest don't bother. If you still want more followers there are two good ways
1. Buy them from a website
2. Tweet very popular opinions on relevant popular things. Basically be another echo in the chamber.

Does it matter?
Right now one can use it to reach a large audience, even if over the next years it slowly dies you can still use it, which is essentially cost-free if you do it right, and get mad traffic.
I don't think twitter is dying, it's changing form.

Programs to follow people automatically? I'm sure bot accounts do it all the time, probably won't be hard to find a follower type of program. I still suggest buying them as it will make your account look better.

Choose a niche topic to tweet about, Follow churn, tweet regularly, consider buying your first 5-10k followers for a few bucks.
Oh, and actually throw in some organic tweets from time to time to avoid bans.
