To be completely honest, most people don't think about what will happen to their money when they die. Something like half of all Americans don't have any form of will.
With that in mind, it's not really hard to imagine that people don't structure their inheritances by setting their estates/trusts up in states that don't have inheritance taxes, because most people don't establish any form of legal estate or trust at all before they die, so wherever they call home when they croak is the jurisdiction for their estate.
