you need to have four years of financial (specifically securities/investment) industry experience before you are admitted to the CFA institute, but you can take the test without that. it'd just be meaningless. many people start level 1/2 2 - 3 years into their careers and by the time they fimnish level 3 they'll have 4 years.
afaik there is no college degree requirement, but it's hard to get 4 years experience without it, so maybe it's more of an implicit one as opposed to overt black ink requirement.

also if you're smart/disciplined enough to self study and pass cfa level 3 + actuarial exams you'd probably be competent enough to get a job without it. so if you're a NEET thinking this is the ticket to gainful employment...yea, not sure about that one buddy.
