Actually that's because it's against the law to have private healthcare services in Ontario(and I'm guessing many other provinces).

If people had a choice they without a doubt would go to a private clinic.

They get 99% of all their profit from Government subsidies and private bank loans. They have no desire to create pretentious or luxury education worth investing like other charter school/private school .
