OK guys I called the credit card company as my brother to try to get it all straightened out. I told them I was just mistaken and that there wasn't any fraud and that I forgot I signed up for the card.

Similar situation but much less retarded; I have an account with a credit union and they won't fucking close it. I sent in the application and they deny getting it and have done everything jn their power to avoid talking to me. This is bad because they are across the country.
If I forget about it, it'll eventually get debt of around -400 before closing and putting a bad mark on one of the credit systems. That's a pretty trivial amount of money to me and I don't plan on getting a house/new car/new bank account for at least 5 years.

I work in the fraud department for a big lender. We see shit like this all the time. You're not clever. They will likely figure out exactly what happened and choose to process it as such.
The good news is that it's pretty rare for big banks like this to press fraud charges, especially for such a small amount. The bad news is that usually part of the process requires a legitimate police report filed by the claimant(your brother). If he wants to clean his credit the easiest way is to tell the truth.

Your best and only play at this point is to double down on the lie. No other options. So here's what you do-
Call the CC company back (make sure it's a different CSR than the one you already spoke to) and tell them you were mistaken about the need to close the fraud case and you believe it actually WAS fraud, you never used the card, etc.
Next, you could call your local police station and file a fraud report. It's called getting out in front of it! No guilty person would go to the police themselves, right? Maybe tell them you were mugged or otherwise had it stolen from you, and give a description of the perp. This way they'll go off looking for THEM and take the suspicion off YOU.
Next you could call up your local Sheriff's department, but this time file a report with them stating you never opened a credit card, have no knowledge of any card, and that the CC company is harassing you. This is called muddying the waters, and makes it very difficult if not impossible to pursue fraud charges against you. The more stories you can get floating around out there the better.
(Note-filing false police reports is a crime and you should never do this)
Finally, call the CC company back (make sure it's a different CSR - important!) and tell them you need to change some info on your account. Change the name, DOB, address, etc. This will be the final step and will ensure your tracks are covered.
Sit back and watch as confusion ensues!
Tell them it's a prank and show up at the courthouse. Then you can make a video called Credit Card Prank (Gone Wrong). Just let them know at the end of all of this that it was a prank and they were taped the entire time and you'll get off free.
