I own Exxon and VOO (S&P 500). About 3 to 1 XOM.
When I sell, should I sell at the same time? They appear to be following each other.

Only you can make that decision. What are you selling at all? You think there's going to be a market crash? Sell them both. You think oil is going to go higher? Keep XOM and sell VOO. You think oil is going to crash (and stay down)? Sell XOM and keep VOO.
One is a diversified index of a lot of companies and the other is an oil company. Correlations between assets are pretty high nowadays thanks to central bank interventions so what you're seeing is not historically all that accurate.
Stocks prices are dangerously high but there aren't any other investments where one can put one's money.

Setting just a % limit is setting yourself up for failure, anon. Set up a stop-loss. Otherwise, you're likely to be waiting a decade to make back your money in the event of a market crash.
