Given the low cost of depositing/withdrawing most casinos wouldn't hold large reserves - and stealing them would prove less profitable than the gambling revenue generated honestly.

Finally, given low barriers to entry in this market it is HIGHLY competitive - so there would be large costs in advertising a new brand unless you had something genuinely new to offer.

SO, then why don't you do this:

Make it legit and all-good and everything but then once a players shekels exceed a certain amount or they deposit a high amount you steal it?

That way anyone trying out the casino would find that it works well and would recommend it but then someone who deposits $1000+ USD worth for example, gets cleaned out.
