No this isn't possible
Try using the google translate app on your smartphone, it has an image translate function that works really well. Should be able to detect the text then you can just copy paste it.

Infact I just tried it on your shitty resolution image and it worked.
Look for OCR.
In Python, you can use the Pytesseract lib. That's really easy.
