VIX is an index made by the CBOE tracking the /VX futures which are priced off the volatility of the /ES (e-mini S+P500) index futures I believe.
It has no stocks to trade so pure equities guys use

b/c market price action has negative skew and negative kurtosis. volatility jumps in down moves.
b/c the market doesn't crash up. it trickles up.
but jerky rips up also increase volatility temporarily.
