It's pretty common knowledge that eBay does not show all listings to all areas at all times. A couple years back they made changes to their TOS to the effect that your listings aren't guaranteed to be visible. There are tons of threads on the eBay forums and ecommercebytes.com where people have analyzed times their accounts seem to go dark.

Also this really heated up when they removed access to tracking reports that people were using to analyze recurring drop offs of sales and views.
