I'm a NEET with some cash and some stuff I could sell to get more cash. Is there any kind of bank that would let me open an account with them with no proof of employment, or is buying prepaid debit cards my only hope to purchase things online?

Any bank will let you open an account with them, but they're probably going to charge you for the privilege of holding onto your money

Your best bet is probably a credit union.
