Because when it doesn't happen there will be a significant short squeeze and there will be an upswing by the end of the day, continuing on Wednesday.
I know exxon should be down because of ex dividend and that is a dow component. Oil should go up because it was beaten down today. So sorry no black tuesday. How about wednesday?

If those costs are more than the interest you'd pay for shorting than you should just short.
protip, they're shorting and charging you more than the margin interest to do it for you.
