If you live in a small city (pop < 50000) then basically just be known in the community and you'll be able to run unopposed, sometimes you don't even need that.
If you live in a big city (pop > 5000000) then you're not just going to need to be known in the community, you're going to need experience at a high level job, and a good amount of money.
