Do I sell them back to the bank? Or will somebody else buy them? How much is it worth if it says 'fifty dollars' and was issued in 1995? Also, I live in Germany now, so where can I sell American Bonds?

You can sell american bonds anywhere. Yes your bank will have an arm that deals with these things but you can shop around easily.

How much its worth depends upon when it matures but you can expect more than $50 us before any brokerage fees
