No it's not a tech question. It is a question about if not having a SSL certificate will scare of visitors with a non-ecommerce site. If I was asking about how to install it or how to works you would have a point.

Authentication as in something like any kind of login even just for commenting on articles?

Let's put it this way. If the site has any sort of interaction where the user and server share information that the user would not go announcing on a megaphone, then the site should have SSL.
