A car note is a car loan. Buy a $3000 beater until it dies. It's cheaper to 20 cars over 20 years for $1000 each than buy a $20000 car for 20 years that you pay interest on.
An index fund is like buying every stock in the market, so it's tied to the entire market performance. It's a good investment. Buying every month is called 'dollar cost averaging'.
