If you have no technical knowledge then that hampers your ability to communicate, thus there is an overlap.

Not even charismatic sometimes. Sometimes a manager is so inept as to find competent employees threatening. Thus they keep on a lot of deadwood while labeling people they fire as all kinds of monsters. Unfortunately, in many situations there are no consequences to doing so.
