What tools do I need to make an Android/iPhone application that uses GPS location and its own rudimentary form of social media?

Passive aggressive comments are welcome as long as they provide info.

Thanks!

You'll need an app developer.

you need to either build it twice natively using XCode for iOS and Android Studio for Android or use a hybrid platform like Apache Cordova or just build out a website and make a mobile friendly layout.
