Most developed countries have some pretty stringent health regulations on dairy products, so you may well need to be preddy big to make it worthwhile.
On the upside, by being a small fry you might be able to get away with hiring immigrants for shit pay, and market your wares as gourmet, thus fetching a higher price.
There's probably some profit to be made since your base material is milk which is cheap and abundant, and hipsters love artisan food/drink products.
You should look into what types of cheese might be popular in your local region if there was more supply and try making it at home before committing to anything.
