Maybe stop discussing in general terms and have a look at some hard numbers? "Hardly ever" means you still do and "wasteful spending" is subjective. "Cutting back on everything" what the fuck is everything?
If you're not going to be real with yourself about your spending habits then you're just another broke wage slave. Different to no one else and so should not expect to "become successful", whatever the fuck that means.

Learn to control your spending, if you don't, no matter how much you make, you'll always be broke because when you start making more you'll spend more.
Don't have CC debt, don't get payday loans. Don't spend $80 a month on a cell phone. (ting is great and gives you ~35$ a month). Learn to cook cheap. don't go to star bucks everyday. There is tons of stuff, but I need to know you.

For big things, save ahead of time? Want a new TV/laptop? put extra money away every paycheck till you have it. Don't go into savings for stuff like that.

Bascilly make a budget.
you make X amount every month. After fixed costs (car/rent/etc/savings) you have Y amount left, divide by 4. You get your weekly cash amount. easy.
The only way to change Y is to lower your fixed costs.

to increase cash flow, you need to go on the financial offensive or financial defensive.

second you need to pay off debt. High interest consumer debt (like CC) should be the first to be paid off. Pay off the highest interest rate debt first, then snowball onto the smaller interest rates (obviously while targeting the high interest rate debt you make monthly min on the other debts)
when you're out of debt, save up 3 to 6 months living expenses as an emergency fund in a savings account (better liquidity) then start to invest.
