Nuke plants (especially the sort suitable for mounting on a ship) are regulated. You just don't get to build one unless you're a military industrial company. The power to bring flaming death across continents is not a negotiable commodity.

Hard cash doesn't buy everything. If it did, russians and chinese could just buy American R&D for less than the cost of stealing it.

Also... you need the resources of a nation state to hire and maintain a competent crew. It's an investment that must be spread out over decades. You don't just stroll down to home depot and pick up a few steely eyed nuke technicians to run your private carrier. And you need patriotism and a sense of duty to inspire the esprit de corps that makes men fight and die.

Without that, you just have a retardedly expensive yacht.

Could Bill Gates buy an older generation aircraft carrier and jets? Yes.

It's not so much about the money and more about the politics. Military hardware is worth more than the sum of its parts, because that hardware is exclusive. You can't buy current generation military hardware unless you get it from the military that owns the rights to them. The other major factor is internals and crew. An aircraft carrier and jets without internal components like radar, engines, and communication equipment are just scrap metal. You also need people to operate them, which is another major cost.

There is a huge market for older generation military hardware. You can buy frigates, cruisers and carriers for a fraction of the price that they were built for. I tried to buy a frigate a few years back and it would have cost me around 1-2 million USD. Granted it was 20 years past its prime and stripped of all its internals, but it was still a frigate. A current generation frigate off the shelf costs around 200 million.

Ships don't have a long life because of wear and tear due to sea conditions. Maintenance is a HUGE cost both for ships and aircraft at sea. When purchasing a sea going vessel you need to think about a huge number of factors to keep it running. The initial cost will only be a fraction of what you will actually need to pay - hence why the shipping industry has such high barriers of entry.

Could Bill Gates buy an older generation aircraft carrier and jets, and escorts and actually operate a private Navy? No.

There is literally nothing a private Navy could do to make a profit considering its maintenance costs.
