People have been raised in generations without any of those things and so being poor and taking benefits has become their normal standard of living.

Socialism going too far results in far more problems than homelessness, the evidence is everywhere. Of course the upper classes who have never directly experienced this poorness, let alone lived it, think otherwise... because how could they possibly be wrong? They're upper class and wealthy, they know the world well enough to make a profit it in, surely they know best.

I genuinely believe that the people who need help should be given it, I really mean that, but the system is so open to abuse that having a system TOO safe will mean not enough people will bother to work to support it via taxation.

Regardless of begging, they tend to congregate around fairly built up areas - it's where you're likely to easily find things like public parks, shelter, water fountains, moderate security, and access to public transport. You do not get many homeless in the suburbs who stay in the suburbs.

I do like the idea of work camps. Take homeless people voluntarily and send them off to camps with shitty dwellings that just have AC, running water, and some bunk beds in military style barracks structures and set them to work doing medial tasks. No extra holocaust BS, make it so they have to make food and serve it, do shitty construction work, maybe some factory work.
When you think about it, the decline of the factory and tenant has probably contributed to the majority of legitimate homelessness situations. Politics decided that small spaces and repeated tasks are evil, so now the homeless don't have jobs that they can do (because I can assure you from experience that pot heads and autists can screw a bolt to 45° 4,000 times a day) and homes that they can afford.

I'd just use similar floor plans in small neighborhoods. Each one is a tiny home with a very small, but still there, yard. Residents are required to be looking for work and maintain a specific standard of living. In other words they are required to maintain the property and keep it clean. Strong police presence in these neighborhoods too. Random inspections and piss tests to ensure residents are complying with the program of course. Residents must essentially opt-in and sign a contract before they can live there. Success allows them to eventually buy the home they're in, failure results in ejection and possibly prison depending on why they're being ejected.

Increase funds for this program by building non-program neighborhoods and selling tiny homes like that to low income individuals who would normally be stuck renting for life or otherwise not having their own home, but are otherwise functional human beings. Much as I hate to say it I'd buy one in a heartbeat. Offer multiple purchase methods including rent to own and standard financing types. Offer the standard floor plan and some larger yet still small and affordable floor plans for this.

Sell them for an acceptable final profit and you're good. Hell, you can even hire residents in those program neighborhoods I described to construct the things creating employment opportunities. These structures would be fairly cheap at the size in OP's pic. Honestly you don't even have to include a full range and oven or a large fridge. Counter top convection oven and a good quality hot plate setup and a smaller fridge freezer will cut costs and return some workable counter space.

That's it. The lottery should be distributed evenly, and we should get poorhouses with 1 DVD pereach 3000 people, and we should work the hemp fields, and have a strict patronage.
