Yeah I haven't tested it. But how I was thinking it worked was based off a percentage of the bar which is dependent on your trainers level. Like you evolve a pikachu with 50% of the bar filled at a certain cp, it just turns into a raichu with 50% of the bar filled at a, obviously, higher cp. So basically you would end up spending the same amount of dust and candy powering up a pokemon regardless of what its evolution was. The only thing that will save you dust and candy is if the pokemon already had really high cp, close to what is max for your level.

nah, you should only power up cp on its final evolution. you waste less candies that way and you get maclximum stats per candies on the higher tier. Also it saves you stardust overall.
