there's a 8GB (I think? around that number) VRAM+RAM limit on how much memory you can assign to it using enb on win10, up from the base 4GB limit that normally comes with dx9 processes.

On Win7 there is no such limit, you can assign like 20GB or whatever the fuck you like. This may change in the future. I don't know what causes it, whether its driver issue or something with enboost.

FO4 is dx11 so there's no such problem there. Win10 or Win7 won't make difference.

I haven't encountered any problems without dx12, and I'm sure a win7 version will be released by someone outside of Microsoft if the demands are high enough. Also I highly doubt vulkan won't replace dx since it's multiplatform and it's already showing similar performance, dx will probably be used only for Windows exclusive games which are hardly worth installing win10. If you want a gaming pc then you shouldn't use it for anything else because of the following:
Windows 10 has a built in keylogger which can be used to get any and all of your passwords used on a device running Windows 10. I tried the upgrade on two of my PC's , rolled them both back because of driver issues. My old lady bought a new laptop for LPN school with win 10, it works flawlessly. I will never upgrade my other PC's , my opinion is if you want win 10, or you want to give it a whirl is buy a new PC, or check it out on some one you know who is running it. From my experience there is alot of built in spyware, and malware, which gives you the option of enabling it or disabling it, if you choose to believe Microsoft will let you do such things considering how unscrupulous they have been pushing their latest greatest winblows on people.

Oh yeah, the forced updates also with no control over updates at all in the home addition, I heard the pro edition gives you control, I have not checked it out though. If you want some one logging very key stroke you make and logging all of your activity online, and don't mind the NSA built in backdoor to monitor you to make sure you are not doing anything they disapprove of, well then by all means go get yourself the latest greatest OS from Microsoft.

So I had win10 for 1 fucking day and downgraded to win7. I have a 1tb hdd in my pc full with anime, games, music and shit. When I started my pc win10 upgrade already initialized. I thought fuck it nothing could happen, since Windows isn't so retarded. After upgrade I checked the settings, installed some drivers. Started to play league and had 10 more fps on higher settings. I was like "damn win10 seems to be a good OS " . 1 day later I start my pc and wanted to watch an anime which was already on my hdd. "850GB free out of 928 GB " says C:/.
Mistakes were made. Directly started recovery but no chance. Downgraded to win7 and only cried about 2 hours in my bed.

I'd throw it on another drive so that you have to copy. But be sure to back up your current build so that if you don't like it you can go back to Win7 or whatever the fuck you run. I'm just gonna pick up a laptop soon with Win10 so that I can learn it without having to throw it on my main machine.

The difference was 7 required more resources to run and looked like vista which was a disaster OS, and 10 is a complete bloated botnet. Windows 7 is a personal desktop OS while 10 is a cloud hybrid. XP isn't bad actually, you can still run it if you want but it's problem was it fragmented HDD data too much (which I don't think is relevant anymore if they've updated it or if you use an SSD) while win7 was more stable in that respect. I have yet to see anything windows 10 significantly improved over 7 other than:
