Quickly and effectively.

No one with any felonious conviction should be allowed to own or purchase a firearm. Weapons of a caliber higher than .40 cal and with a clip load of 16+ should be a felonious charge immediately.

Fully automatic weapons should be banned.
"Assault type weapons" and weapons with modifications that allow larger clips, quicker cooling, quicker reloading should be banned.
Weapons original or modified to allow firing of more than a set number of rounds per minute should be banned.
Special round types such as "explosive", "incendiary" or "armor penetrating" should be banned.

All weapons should be mandatory registered to their current owner in a universal federal database with current address, SSN, and birth date.

Weapons kept for the soul purpose of sport or hunting should be registered as such and should be contained in a reasonable manner at all times unless in use.

Weapons for the sole purpose of defense should be likewise registered and the owner should prove competency in a 12hr training course with a minimum of 4hrs range time by a qualified and certified instructor.

Collectors should have special issue permits the same as vendors and be subject to regular inspection.

Regular drug tests have proven to only be a waste of tax payer money. We tried that in Florida to prevent welfare fraud and it cost the state more than 3x what they lost on fraud cases. The legislation is a wreck right now, and restricts features that don't actually make a firearm more effective. The term, and the laws, have become too politicized to be worth anything. I'm not an American, I agree with the prevalent view in the civilized world that the state should have a monopoly on violence and that gun ownership is as a result a privilege and not a right. Self defense is a right that should be acknowledged to all human beings but exercising it via firearm is a privilege for law abiding citizens with no criminal record who are mentally fit and have been trained in responsible use of these tools. 1) Registration of weapons by the government is expressly what the second amendment is about.
Every tyrannical government in the history of mankind got that way by being capable of oppressing their people. If you know where every weapon is, who owns it, and how to systematically disarm the citizens (see US under British Rule, Nazi Germany, etc) then you can easily force people into slavery.

2) Half of the semi-sensical things that you said are already in place. It has not been legal for an average person to buy an automatic weapon in the US since the 30s without a Tax Stamp and a lengthy (upwards of a year) background check. Also, all of these weapons are registered with the ATF and required specific licenses.
It is also completely illegal to import any kind of automatic weapon of any kind, even if it is demilled since the ban in the 90s. So, if you DO have a tax stamp and HAVE passed the background check, and CAN legally own one of these as a historical object, you cannot even legally repair it.

3) Whenever you open your mouth about any kind of "gun control" or try to say that the second amendment does not make sense or that they "didn't mean an assault rifle" you should remember that when the constitution was written there were more war ships in the hands of private citizens than in the hands of the federal government. That which was considered to be a civilian militia was literally whoever had the most money to buy the best weaponry available at the time and pay whoever was willing to wield it.
There is absolutely nothing criminal about demanding to own the exact same weaponry that your armed forced might use against you to take your property from you and your family in an unjust way one day.

Well you'd be wrong, at the time of the signing there were many firearms being patented that were basically multi-shot muskets. To assume the founders didn't foresee firearms technology advancing beyond the type carried then is ridiculous. And if they had any notion of limiting the types they would have at the very least argued the validity of such. They didn't, a few actually coveted the Puckle Gun and other multi shot firearms and if not for the cost and English sanctions they would likely have owned and or been fine with civilian ownership.
