The orbit of the moon around the Earth isn't a perfect circle. It's an oval.... or elipse maybe is the term I'm looking for? Anyways when it's closer to the Earth in it's natural orbit, the gravitational pull is stronger. Gravitational attraction increases with mass and proximity, right? So When it's closer, the water in the ocean not being an actual connected thing to Earth is pulled more out towards the moon. This causes high and low tide.
