I'm sure they have it all factored to the decimals, but if a non-patentable and non-licenceable source of raw-material for many things (weed), hit the markets, that would be too big a dent for many of the prevalent industries. There wouldn't only be a loss in profit and taxes due to an alternative, cheaper and easier solution which is hemp, there would also be a loss due to many companies migrating overseas to continue production and sales in countries where weed would still be illegal.

I suppose it's inevitable that weed is legalized, but it's due to greed like this that it takes forever.

Sometimes I feel this way as well, but considering the kind of people that work in public service offices, I would not trust this system to work. Also pretty unethical for the parents, but sometimes ethical for the children. I believe we should just make contraceptives and early abortion more cheap and accessible.
