This things ARE defective, we had a friend in the electric company that helped us get another one and even then he had to change it three times. Electrical Engineer here. I can tell you right now that it is impossible. I work on these for a living. It is most likely a GE KV12 or Itron form 12s or 9s. These are all digital meters, that when programmed with a special optical cable, are given a serial number. That S/N is then given an address (your house) and is monitored by the service provider. Any malfunctions will set off an alarm in the system and they will come out and check usually immediately. In short, bend over and grab your ankles like the rest of us.
