Look at it this way, you (the collector) are buying permission to collect a debt. The acquisition of the debt costs 40 dollars, the debt is worth $5000. (This is just an arbitrary example)

you are essentially making a small investment with the hopes of a high return from the person who owes the debt. If you bought your own debt, you could delete the debt off the document you bought.. and it would be legal because your fake business owns the debt you caused.

After looking into it a bit, it's not realistic. Even if you were to default on your debt and ruin your credit score, and somehow find out what debt collection agency owns your debt since it will have mostly likely been sold already, they don't sell individual loans, they sell portfolios made op of lots of different loans for different people, and you have to buy the whole portfolio, which would be expensive.
