Shooting center mass is taught because it is the largest area to hit that has the highest probability of incapacitating someone. Unless you have extensive training and practice constantly it is actually very hard to accurately hit a target when under stress...hence shooting at the upper torso, or center mass.

There are other areas that would be more effective to stop a threat immediately, like disrupting the central nervous system (brain, not head) or putting a round in the pelvic girdle (hips, tons of nerve bundles, excruciatingly incapacitating pain and inability to walk/move) but those are much much harder to hit. And yes, it is technically to stop the threat, however death is a very real and logical outcome of putting holes through lungs and hearts. But death is not the goal, ending a threat is. Many people have survived with several rounds through their chest.

By no means an expert here but done a lot of research and talking to people who are. As far as aid, cops have to render it, but they will handcuff and restrain a person so they can't pose a further threat. As a civilian if you have to shoot someone you owe them nothing, they tried to kill you or someone else plus you do not have the training or equipment (handcuffs) to restrain someone and make sure they cannot threaten you. I've read stories where a civilian has gone to render aid and gotten disarmed by the thug they shot, none ended well for the civilian.

Now, when the police arrive the last thing you want to do is have a gun in your hand. Most likely all they know when arriving is that someone has been shot, and someone has a gun. They will probably not know that you are the good guy, and even if they do they have to make sure they are safe. How I interpret that is if they see someone holding a gun they are going to point theirs at themy (not shoot them, just make sure they aren't the threat). I've heard as soon as you see the red and blue lights, like the Anon said, you put your gun on the ground and hands in the air, dont reholster, just put it down.

Another "no shots fired" story:
Wife was visiting some friend in a trailer park (yes, really). I made her carry a tiny little .380 in her purse even though at that time our state didn't have any sort of reasonable carry laws (open or concealed).

Wife sees some belligerent drunk beating the piss out of his old lady, so she hollers over at him to stop it before she calls the cops. Dude immediately backed down, starts shouting about how he's calling the cops and she's going to jail, etc. She just as calmly unloaded the gun, took out the magazine, and put it in the back of the car.

When the cops arrived, saw the bloodied wife, took everybody's statements - the guy was foaming at the mouth about how she threatened him with a gun. My wife (bless her beautiful heart) - then pulled the most amazing dumb blonde routine, "But officer, it wasn't even loaded, see?" - at which point he went into older brother mode, "You know, little lady, that was very dangerous! He might have taken that away from you and hurt you with it!" - her making the big puppydog eyes and the guy by now is completely losing his shit.

In the end, nothing was said about the (highly illegal) concealed carry. Dude got carted off for domestic violence, and the cops gave her a stern talking to about being a little TOO brave, not putting herself in harms way again.
