1. Filing down the "firing pin" would only make the rifle strike the primer lightly, resulting in unreliable operation.
2. What you mean is "file down the sear" which worked on open bolt semi auto weapons.
That is why open bolt semi autos are illegal, and have been since 1984.
#2 would also make the weapon highly impractical and almost impossible to control since it would just dump the whole mag on full auto with no way of making it stop.

It depends. It take a bit of training to be able to move and shoot with a rifle inside a building. And for a one shot stop, a shotgun is more reliable. Pistols are easy to move with and can be carried hands-free with no impairment on maneuver. All these weapons sit side-by-side as arms because they're good for different purposes.
Best reason to own a rifle in a city: riot. Keep the street clear; you'll have fewer personal problems.
