As far as lore reasons I doubt that fluffies would have been developed to speak any other languages simply because they were meant to be sold in english speaking places. Since their linguistic abilities are hard coded, a new fluffy brain type would be needed for each new language. English speaking places would be the most efficient from a marketing standpoint.
