kind of. we get annual department quota, and all of us are required to contribute monthly, thats why at the end of each month we are scrambling around giving out tickets like candy. i like to spread my tickets out and give them to people who really deserve it, instead of people who go 3MPH over the speed limit, or forget to use a blinker etc.
