You all seem to be forgetting that the rules of the purge quite clearly state that people's homes are off limits. So you could be sat in your home peacefully watching wheel of fortune whilst jacking off and the criminals outside can't touch you. Also like i said a powdered cesium dirty bomb is the only scary dirty bomb because it can coat a larger area. Solid state dirty bomb, while effective, are not that damaging.

Nutjob finds his way to a government official or their dog, rapes or kills either or both, and then detonates the makeshift dirty bomb of my choosing on themselves before they can be held accountable. Let's say the small blast radius in which the crime was committed is saturated in high, but not exceptionally lethal, radiation.

A bystander would have just witness what they thought would be a regular explosive device going off. Government officials would be extra anal about determining just how dangerous going into the blast site would be for bystanders or personnel, let alone survivors. Having to scrub, hose down, and otherwise leave the residue/material from the local area would be pretty annoying, time consuming, and expensive.

I think the government would then just quarantine the area for about a year or two, or just limit civilian exposure. The point I'm trying to make here though, is that someone could hypothetically do all that, and assuming that this is exactly what happens, then it's one of the many ways you could violate the laws of the Purge- especially for those whom could possibly set up some unfortunate sap to carry the bomb with them and shake hands with Mr. GovernmentMan.
