I'm pretty new to the scene but I think the point is they are sentient but most are far too stupid to grasp even minor human concepts. Even though they can talk and somewhat communicate they are still as dumb as a cat or bird. The fact that most pet animals can be taught to shit in a specific place and these creatures seem to always have a problem is what makes abusing them so easy. Honestly TBQH it isn't a very good comic strip. Most comic strips have one panel as a slice-of-life or three panels like Garfeld. This one has two and obviously has to be explained in minute detail to the average (or even above-average) reader. Maybe within the larger scope of the strip it makes sense.
