I think most countries have more to gain than to loose from being in the EU. It's hard to quantify, but being inside the EU-market is a pretty huge deal financialy, and good for most countries (unless you are shit-tier greece who get the euro while your countries economy is fucked).

The EU was founded after WW2 to promote peace in europe and it has worked. Before EU? Tons of war.
After EU? No wars. Granted we might have had zero wars without EU, but the truth is no EU country has been at war with another EU country, and if you look at our history of war in europe there have been ALOT.
Also, EU kinda promotes the same democratic ideals that the UN does (what with the human rights and all) and those are pretty swell. The brist will ofc adhre pretty good to them, but it is a fine instrument to use on less democraticly sound countries.

Here's my own situation. I'm marrying a US citizen, we have a pile of visa's to apply for and will end up paying out nearly £10k by the time she has permanent leave to remain.
A colleague from the Netherlands married a US citizen, because their immigration laws are more relaxed (your spouse gets automatic leave to remain in the Netherlands) he was able to brig her into the UK and settle for no more than the cost of a flight.

tl;dr the immigration policy is so messed up a UK citizen has less rights than a EU national in brining his wife to live here
