You're right, high velocity cartridges aren't as effective at extremely close ranges because the bullets are moving too fast at that range to cavitate or tumble, they just burn completely through the entire target without leaving a large exit wound. They're also less likely to cause hydrostatic shock for the same reason. Slower, larger caliber ammunition is better and can obviously be controlled better.
