you are possibly low in testoterone, or you arent waiting long enough. Do you eat much soy products, or smoke a lot of weed? Both of these things decrease testosterone and elevate estrogen.

yeah i smoke a fair amount but i have never really been able to grow adequate facial hair at 17,18, 19 etc. but i guess that could be it.

You have to let it grow in, and trim it as it reaches the lip. It takes the Ron Swanson actor about a month to get his mustache in shape. It's not going to grow in perfect right off the rip.
Plus, it's too difficult for most to actually look like their mustache is an asset. You're probably better off without it.
