Yeah, it really does. Usually the starter is something that once it goes, its gone, not a temperamental thing which makes me think there's a short. But when it doesn't work, it has every symptom of a dead starter.

Recently I've been chatting with Microsoft because something with the win 8.1 metro screen causes slow corruption of the windows explorer application, apperently it's been around for years and is a relitivly common problem but they have yet to fix it.
I stopped it from happening by in installing mist applications in the metro screen but that dosnt fix the underlying problem.

The apps in the metro screen update differently or some shit and it causes the Explorer.exe app to get stick, sometimes it makes it so the task bar, charms, metro screen and all app buttons non functional, restarting win explorer fixes the problem for a few seconds but you need to restart the entire machine to make it stop. The Microsoft guy said it's likely corruption but ignored the connection to the metro screen apps.
