There needs to be some way to prevent children from getting into zoo exhibits.
Maybe children could have parents who are responsible for watching the child and keeping them safe, who can be sued for the damage to the zoo as a result of the parent's negligence and abandonment of the child.
Maybe there could be some kind of physical barrier like a cage or a pit to help keep people out of areas where there shouldn't be.
There might even be some kind of threatening disincentive to keep people from trying to get in. What if zoo exhibits had dangerous wild animals in them like tigers or gorillas which were ready to beat the fuck out of anyone stupid enough to jump the fence?

I worked in a zoo for a year so I'll share some insight:
