If the motherboard, or sometimes the case, came with a tiny little motherboard speaker, make sure that's connected. The beeps it will make on startup will help you diagnose the problem if you google them, or look in the manual, or look on the manufacturer's website. If you're not sure what im talking about, google image search "motherboard speaker". It's like 2 cm big, if that.

Remove anything that's not necessary. Remove the video card if it has on-board video. Remove a sound card if you installed one. Remove the hard drive(s) and DVD burner. Unplug any front-panel USB ports from the motherboard. Try it with only one stick of memory. Put memory stick 1 in motherboard slot A and see if it boots. If not, try memory stick 2 in motherboard slot B.

If it still won't boot, try to re-seat your processor heatsink and fan. Did you use the proper amount of thermal paste? Too little, the processor gets too hot and the motherboard shuts it down. Too much and you run the risk of shorting something.

If it STILL doesn't work, mostly likely you either have a bad power supply, or a bad motherboard. Typically, if something is going to fail, it will fail in the first week of use, or after several years. It's called a bathtub curve, because when you chart out the likeliness of products failing on a graph, it looks like a bathtub. A part failing in the first few hours is not at all out of the ordinary. Either try to replace each part one at a time with known-good parts, or bring it to a computer show so they can do that for you.

I've had an FX 6300 (which is considered a bad CPU) for 3 years now,it never reaches over 45C with an 30$ 212 EVO and on top of that i have an extremely shitty 60$ Gigabyte P21 motherboard that is terrible for the CPU.
It still works great and i currently have an R9 380X connected to it that runs 90% of the games at max/2K. Considering the amazing experience this FX 6300 has given me i'm sure the 8350 isn't that bad either.

And no,the FX 8350 and i7 will get extremely similar FPS because GPU bottlenecking doesn't even happen anymore unless you have a seriously bad CPU.

the only problems i ever had with hardware was when i bought a prebuilt pc (i was 14) and the ram and hdd died on day 1. Other than that even the worst mainboards with blown caps did work perfectly. Age makes wiser.

I think I might have also had a problem with an overheating south bridge chip on a cheap mobo. Would definitely recommend buying at least a half decent mobo, as it's the part that everything plugs into.

just flip the reset switch behind the power supply and turn it on.
that should clear the cmos and boot normally.
