That's exactly how it is for me as well. Direct IPv4 and IPv6, there's nobody else in between.
Maybe you had a different PPPoE access than I do, but for me it's plain internet. I've seen the thing you describe with other providers who don't provide a public IP address so you're in a subnet with your neighbors. That's ridiculous.

When I phoned the company they kept saying how we were the only ones complaining and evaded taking responsibility every turn. Our internet trouble didkn't stop until ADSL became affurdable and I suggested maybe we switch. We did and internet worked 24/7 since.

Yeah I guess so. I actually use PPPoE over ADSL (now VDSL), it doesn't have anything to do with the way how the network is built up. It's only a protocol to encapsulate traffic for transportation, but where it ends up depends on how the provider does things.
Your (A|V)DSL router also most certainly does PPPoE to connect to the providers network by the way. They pretty much all do.
Just that some let you do that part and some force you to use some shitty router
