It is not a "phenomena", it is a theory which is a best model at present. No-one knows with any degree of certainty any facts relating to space-time, there are only guesses and informed guesses, that's how scientific space-time is.
As for something "outside" the Universe, there may be something out there, some people with PhD's think so, but it's just yet another theory that our simian minds can make fit a paltry amount of information.
