Order of operations says we do the division first.

3 divided by 1/3 is not 1. 3 multiplied by 1/3 is 1, but this says to divide. 3 divided by 1/3 is 9.

Now we go from left to right. PEMDAS is misleading; addition and subtraction actually take equal precedence. So 9 minus 9 plus 1 is 1.
