Alright, my headcanon goes like this:

It would be a BITCH to create a creature this small that could make speech intelligible by humans: something that size would normally have a very high-pitched voice, almost inaudible to human ears.

However, the fluffy was engineered to have a relatively huge voicebox for its size. A lot of compromises had to be made, including the epiglottis being not quite as functional, hence fluffies drowning and choking.

Also, someone lost the "mammalian diving reflex" genes along the way. That's sabotage by the Animal Liberation Front people who had infiltrated HasBio.
