There are emergency animal shelters everywhere, if you're really worried about him call your local police station and ask them for the animal shelter,or to point you in the right direction for some aid, no matter how small of a community you have there is one foster home that takes in and can help you in situations like this, keep the Lil guy warm, get him to drink some water and talk calmly to it.

OP, I don't know what you're doing, but as an animal conservationist, let me tell you. People are NOT entitled to take an animal and subject it to stress by altering its natural state of being, its environment, etc. What you are doing is taking a RAIN CAT and making it a household cat. Let me ask you: Do cats like water? No. They do not. The less common rain cat, however, enjoys the water greatly as it nourishes its coat and helps it grow. Do you think you're helping it at all by subjecting it to a condition of life it was not born suited for? I'll tell you what you can do right now. Take a sample of the rain outside by leaving out a cup. After some rain has collected, take the temperature of the rain and then dump it down the sink. Now, refill the cup with tap water (tap water is better suited for this purpose as opposed to rain water) and either heat up or cool down the water to as similar of a temperature as the rainwater you have sampled. Now, once that's done, I want you to gently submerge the kitten into the cup of water.

This is the first step to refamiliarizing the kitten to the surroundings you so cruelly removed it from.

You'll need to get "mothers milk" its a powder cat milk with vitamins. You'll need to get a small syringe to feed it. To get it to use the bathroom you'll need to simulate the mother licks its ass and pee hole so a wet Q-tip should do it may also have to rub Q-tip around its mouth to get it to eat. Look at its gums by lifting lip of they are whitish it's dehydrated you need to take better care of it and give it more nutrition feel like can also be a good replacement for the cat's diet it'll give it the nutrition it needs

Warmth is the most important thing, followed by nutrients. As soon as possible, get some kitten milk replacer from somewhere... typically labelled "KMR" on the can. Kittens this young cannot regulate their own body heat, so warmth is paramount or it can quickly freeze to death.

1 cup boiled or nursery purified water
1 can evaporated milk
1 heaping spoonful of yogurt
1 spoonful corn syrup
2 egg yolks (separate the egg whites)
vitamins

mix em all up, nuke in the microwave until its warm (~100 degrees F) and give it to the kitty with the baby bottle. You might have to get some smaller animal feeding bottles since the kitty is so tiny.

I've raised a few abandoned puppies and kittens with this recipe and they all turned out great.
