depends, what do you want to do with it?

if you want a workhorse, grab yourself a good x79 or c602 board (make damn sure it can fit in your case before you order, e-atx and SSI EEB boards are common and require a fuckhuge case generally) with support for a nice, gently used xeon e5-2670 v1, ideally the c2 stepping, which can be had for fuck all on ebay now that theyve been retired. dont worry about used server CPUs and motherboards, CPUs generally lasts forever unless you pass a fuckload of voltage through it all the time.

if you get a c602 board, 16GB of decent branded (micron, hynix and the like) ECC costs next to fucking nothing from china (i just grabbed 32 GB for £40).

grab whatever recent and new AMD card you can afford, AMD gets longer driver support and optimisation than nvidia, and scales better across resolutions. dont buy used graphics cards unless you can get an ass long warranty on them (CEX in the UK are surprisingly competative, and offer 2 year warranties on all hardware), chances are they wont last for long.
